Re comment 86, I can see that this might not block the release, but in that case is there a status that says, if this bug isn't fixed by F13, remove the software from the release?

Just how defective does software have to be to be pulled? Something that verifiably prevents all logins every time it is used would seem to me to be a problem.

Re comment 70, this makes total sense to me but it should be backported to F11 too.
