I am pretty sure that it is. The build system contains the current version of fpc in *that* release. That means that the version of fpc that builds the new one gets older as we move to older Ubuntu releases. There is no bootstrapping involved in the building (AFAICT).

So if I understand your remark correctly, it is very well possible that these older versions are just unable to build the new version? Could you indicate how that might be solved?
