The above problems make the only safe license "GPL", ALSO for the libraries which is pretty bad. Please update to 2.2.2 as soon as possible.
Free Pascal core went as far as eliminating all older releases (than 2.2.2) of the site because of this, so it would be pretty bad if Ubuntu stuck to versions that contain the potentially infringing code.
Note also that a new Lazarus release is imminent, and could need 2.2.2.
