Xev gives the "raw key value" of which you speak. If you bind, for instance, Copy to keycode 054, then it will copy with or without CapsLock, in Hebrew, Russian, English, Dvorak, Greek, and every other layout. That's what we've been asking for. Note that I myself use English, Hebrew, and Dvorak. I _need_ the bindings to be on physical keys (as per the English layout).

It seems that all the hard work had been done: the community has agreed on desired behaviour and the technical method is worked out. Extensions have even been written that handle this. So when can we expect it to be moved into trunk? I really dislike Konqueror, but I'm forced to use it because I'm a heavy keyboard user and the shortcuts don't work in Firefox.
