Isn´t the QWERTY vs Dvorak discussion a little irrelevant? Even if "a" is in different locations on your keyboard, you still have an "a" key to press. Unlike non-latin languages (the greek layout has an "alpha" but not an a).
So, a fix should only provide new shortcuts for non-latin keyboards. By the way, if a ctrl+"alpha" shortcut was available to all users, people that don't have greek installed would not even know it's there, not having an alpha key. And the same goes for cyrillic or hebrew keyboards.
