windows dvorak layouts map keys based on what chars appear when you type them, not what chars would appear if the layout was qwerty.

the same applies for latvian which has things in various interesting places.

if i take comment 4 as a spec, then i'm pretty sure that the summary here is wrong and needs a rewrite. i'm open to someone proposing a new summary. but please don't actually change it, just make a proposal.

but it isn't quite that consistent, i think i found some layouts which just used the standard positions (even though they had the keys elsewhere). i can't explain all the rhymes/reasons. i think some even temporarily let me use the letters and then after i used the keys forced me to use the keys.

i'm fairly certain we'll never be able to please everyone.
