Then instead of non-working undo in Russian keyboard mode, i'll get non-working undo in English mode. Not much better, really. I actively use both keyboard layouts and I wish everything worked regardless of the active layout (except, of course, the keys I typed.)

I propose to use _English_ shortcuts and bind them to keys that type corresponding English characters when the current layout is English.

In fact, there are many examples, both GNOME and KDE work as expected and I'm sure Windows does too. Instead of inventing something new, I suggest not infuriating users and just use the standard approach.
