This is a very annoying bug that has been aroud for way too long. It's very cumbersome to switch locale everytime I need to copy-paste, to the point of making firefox on linux VERY unusuable with a non-latin keyboard layout. OpenOffice 2.0 learned to pick up the keyboard shortcuts just fine.
