There must be a Latin keyboard layout enabled (but not necessarily selected) if you wish Latin accelerators to function based on their corresponding keys in a Latin layout. Check the enabled layouts with "setxkbmap -print". Despite the setxkbmap man page you can use that command to enable two layouts with something like "setxkbmap -layout il,us".

If this still doesn't work with a Latin layout enabled or if your normal layout-switching tool doesn't provide the necessary functionality then please file a separate bug with some details and CC me. (This bug report is already too long.)
