Certainly; mentioning followup bugs by number in the original bug is standard practice here (and I'd imagine across most bug systems, although I don't venture out of here often enough to guarantee it).

Generally first names, or by bugmail address if no name is given. Deeply involved people may also get called by IRC nicknames, but it's certainly not necessary to do so, just faster/more concise. (It's also sometimes less ambiguous -- there are quite a few Mikes doing Mozilla stuff, for example. :-) )
