Fixes the shortcuts of the textEdit (forms and etc). Maybe fixes Bug 399939

It fixes shortcuts for textEdits (forms). It doesn't use any char conversions.
The patched is maked against the code with the last applied patch (maybe the both fix the alt+menu shortcuts).
It's an example of the bug may be fully solved without char conversions ans causing new bugs (399939).
P.S. Sorry, I don't know what flags to choose (and if I should choose them).
