As far as I know, until this release kubuntu-docs has in fact supplied these files. ubuntu-docs does so for ubuntu.
I think we should definitely revisit the system in Lucid because it seems to me that if there is no internet connection, firefox should not be showing a pretty home page but should simply be telling the user that their internet connection isn't working. In order to implement this I think we should remove the page from the various alternatives which are shipping the homepage (ubuntu-docs, kubuntu-docs, xubuntu-docs).
However for now I think that this must be fixed in kubuntu-docs, anything else would probably require a serious rehash of the system used.
