It happens both on my old notebook (1.4 Ghz Pentium M, 512MB RAM, 16 MB Intel Graphics card with shared memory), on my new notebook (1.5 Ghz Intel Core 2 Duo, 2 GB RAM, 256 MB intel Graphics card with shared RAM) and on every Virtualbox installation of hardy).
It also happens with and without compiz enabled.
I really don't think this is a graphics-related issue. I think the elements (buttons, text fields, etc) inside the tabs that are not showing are really not loaded (not just not shown due to some graphics glitch).

I tested with firefox3.0RC1 (from ppa.launchpad.net/fta/ubuntu hardy main) and the bug still occurs.
