"browser.zoom.siteSpecific" should be off by default. Even making it a visible option in the pref dialog would just unnecessarily clutter that.

A per tab zoom factor, plus inheritance of the zoom factor from the page that opened a new tab, is the only sensible and intuitive default behaviour I can think of.
