We believe the decision to lock the preference to Web sites instead of Web pages makes sense, since it is more likely that you will want to view an entire site with the modification (like wikipedia, a particular blog that uses a small font, etc) as opposed to having to use the zoom control for ever single individual page you are reading.
Also, while the UX group doesn't currently do any implementation work ourselves, many of our front end engineers are well very well versed in interface design.
