Ideally the pref branch itself would also be rooted at browser.zoom, but I suppose that's a slightly more invasive change.

It's kind of odd to keep track of this pref in the FullZoom object given that it only affects browser.js behavior, but I suppose there's no point in trying to keep these two "modules" independent, especially since this dependence is mostly superficial, and removing it would probably involve code duplication.
