I can confirm this bug on an IBM Thinkpad X31 >> Intrepid Ibex Beta >> Firefox 3.0.3
I've successfully installed and used all versions of Ubuntu from 6.06 onward on this thinkpad without any major problems.
This problem with Firefox hiding under the top-panel is new, and occurs with a brand new install upon opening Firefox for the first time.
Seems to be remedied by opening panel preferences >> adding panel-hide buttons >> hiding top panel >>adjusting firefox window size by grabbing the bottom corner >> then un-hiding top-panel.
This might not be issue if the top-panel wasn't "expanded" by default.
