I am getting the same behavior with the session restore flag set to true to to false. This does not occur in FF2. For me the main problem occurs when I use the "Open all in tabs" option on a bookmark directory with several sites that have registered passwords with the FF password manager.

Result: multiple requests for the FF password manager password.
Expected: one request for the password.
