This never happened to me with the 2.x series but happens all the time with 3.0, including the release candidates which were provided with Fedora 9.
If I'm quick and I can type in my master password before any of the other tabs load, I only have to enter it once. If I'm too slow I may have to enter my master password dozens of times, again and again.
I don't believe it affects only session restores, but if I have a group of bookmarks as my "home" setting and more than one requires log in, the same thing occurs.
