Fix, http channel prompt for identity bypass

This is fix based on my letter proposal. The change is specific to http channel and prevents either the master password prompt and proxy username/password prompt to be shown more then ones.

This patch doesn't prevent overlap of username/pass prompts for different realms or web auths and also overlap of MP prompt raised from different places of PSM.
