I'm going to have to retract my previous statement that enabling FIPS makes this any better. Indeed, with or without FIPS, startup now is becoming ridiculous. This morning I entered my master password SIX times. In the sense that this is getting worse I'd have to say that this is a regression.

I'd vote that this be a blocker.
