need to verify this fix during a Major Update test.

Steps to verify:
gavin: to test that, launch firefox 2, hide your bookmark toolbar, then upgrade to firefox 3
[6:02pm] gavin: with that patch, the home button will still be on the navigation toolbar
[6:02pm] gavin: without, we would have moved it to the hidden bookmark toolbar
