It was necessary for me to use the following two entries in the Device section of xorg.conf. "RenderAccel" explicitly turns on EXA. The XAANoOffscreenPixmaps alone would not fix the problem:

 Option "XAANoOffscreenPixmaps" "on"
 Option "RenderAccel" "on"
