The card in question (HD 3200) has currently zero acceleration support in the open source drivers, so it's not a compiz problem. Hopefully with the new documentation available from AMD, the open source driver will soon gather at least some level of acceleration so that people can get rid of the closed source fglrx pain which occurs every release.

For 9.04, one can only wait for updated driver from AMD.
