Ditto here! Intrepid 64-bit, xv windows flicker horribly when Desktop Effects are enabled, no problems when Desktop Effects are disabled. It's not a big deal to disable Xv for video playback, but there seems to be no way to disable Xv for the proprietary Skype client, so it's virtually unusable for video chat with this bug :-(
