There was an old Motif hint for suppressing the minimize button, but I doubt it is still honored. Most window managers consider that the user should be able to minimize a window, unless it is a modal window.
In this case, the window should not be modal, ie the user should be able to interact with the rest of the windows
However, pitti recently made a transient gnome-mount progress window that had similar requirements.
