I'm attaching the patch I'm using for F-Spot to not automatically adjust timestamps. Just in case Ubuntu ever wants to just temporarily fix this downstream for now, or if anyone just wants to take a look and hack away.

This is the patch I'm using in my PPA packages of F-Spot, it applies cleanly against F-Spot 0.6.1.5.
