This bug was fixed in the package evolution - 2.28.0-0ubuntu3

  * added in the pst-import plugin (allows importing Outlook .PST
    files (lp: #349312)
    - added build-depend on libpst-dev
    - updated description for the binary package evolution-plugins, including
      pst-import
  * debian/evolution-plugins.install: added pst-import
