For testing I reactivated the IPv6 patch in eglibc and upload it to my PPA:

eglibc (2.10.1-0ubuntu15.0test1) karmic; urgency=low

  * debian/patches/series: Apply any/local-ipv6-lookup.diff again to fix
    painfully long timeouts on DNS resolution, if routers do not send an
    answer to AAAA (IPv6) DNS queries. With this patch those DNS requests are
    not sent in the first place if there are no routable IPV6 interfaces.
    (LP: #417757) This reopens LP #239701, #374674, so a full solution would
    need to fix the patch properly.

This should at least provide a bandaid for the people subscribed here to get sanity again.

It works well for me. However, due to reopening the other two bugs this isn't a complete solution, so the patch needs refinement.
