I'm adding a task for system-tools-backends, as the graphical "add user" utility should also support this feature.
Reading my process table, it looks to me like this is handled by:
/usr/bin/perl /usr/share/system-tools-backends-2.0/scripts/SystemToolsBackends.pl -m UserConfig
