I can confirm this on Karmic alpha 6.
I think indicator-applet-session should behave the same way as fusa and follow the gnome-power-manager settings in gconf-editor:
/apps/gnome-power-manager/general/can_hibernate /apps/gnome-power-manager/general/can_suspend
If the system can't hibernate or suspend, remove the option from the list.
