This shouldn't be possible. the cryptdisks upstart jobs won't run until udev is started, and udev won't start until the "virtual-filesystems" are mounted, and /var/run is configured as a virtual filesystem (a tmpfs) standard in Ubuntu.
Do you have some other filesystem configured to mount as /var/run, via /etc/fstab?
