I have an alternate solution;

I installed Firefox 3.1 beta 2 [pre] (I imagine any other Firefox version might work). I ran Firefox once under the alternate version, and the new version started in an un-maximized state. I quit the alternate version.

After starting my target version again (3.0 in my case), Firefox starts in my desired un-maximized state.
