This bug or something like it is still present in Ubuntu 12.10, using the shift-switcher anyway.
Say have two windows above other windows, and want to bring a third on top of those two.
Invoke the switcher, bring the third window to the top.
But the previously-top two windows are no longer directly below the new top window -- other windows are between them.
