rewriting the tooltip is just plain wrong. This bug is a regression (it doesn't happen with Metacity) and some people are used to it.
Just changing the tooltip is *NOT* solving the bug and will send a wrong signal. It's like closing the door when you see that your kitchen is on fire. By closing the door, you don't see it anymore, isn't it?
