I can reproduce the problem with 2.2.0 on maverick:

  bzr selftest --no-plugins -s bt.per_transport

So things won't be worse with 2.2.1.

I'm currently investigating bug #651706 nevertheless, my gut feeling being that it's a test-only issue.
