For me, only after a reboot. Logging out and back in has its own problems (X won't restart properly, and reverts to a default 800x600 display until I reboot), but audio settings are preserved.

$ cat /proc/asound/cards

Worked fine. Changed MASTER VOLUME from 28 to 25, and saw that reflected.
