You start asking why and end up assuming you know there is no why. Why it's mark invalid against alarm-clock is that the bug (that manifests via alarm-clock) is caused by a problem in another package.

Please don't just start marking on bugs and filing people's in boxes. If you don't understand, ask. #ubuntu-bugs on Freenode IRC is a great place for this.
