Removal of this package was based on misinformation.

Yes. It should definitely be removed. From debian/changelog:

  * debian/control: Add Recommends: amarok, as only amarok can actually use
    moodbar's output for now.

moodbar (0.1.2-2) unstable; urgency=low

   * debian/control: Add Recommends: amarok, as only amarok can actually use
     moodbar's output for now.
   * debian/rules: Use /usr/share/dpatch/dpatch.make rather than rolling our
     own logic.

====================================

Please notice the DATE ===3 may 2007=== on the change-log entry.
This date is before the existence or knowledge of the Exaile plugin.
So the package is removed on invalid grounds.

Exaile
Exaile is a media player aiming to be similar to KDE's Amarok, but for GTK+.
It includes many Amarok features: fetching of album covers, handling of large libraries, fetching of lyrics, and more.

Exaile did not even exisit at the time of Bryan Donlan's Reccommend
So the comment from Bryan 'for now' (3 may 2007) still stands!

The package still exisits in Debian and is maintained in their packaging. So there were no grounds for removal.
