ff2 is indeed to be removed.
This firefox-3.0 / firefox-3.1 is similar to gcc-3.3 / gcc-4.1 / gcc-4.2 / gcc-4.3.The idea is to be able to install one, or the other, or both, depending on the user requirements. In the past, we had firefox-trunk which was for VCS snapshots but here, it's not about snapshots but about milestones. I have 3.0a2 ready, and b1 is not very far ahead. After that, upstream only planed b2 but who knows what could happen.
For snapshots, we have PPAs, which are good enough (except for the missing dbgsym packages which will hopefully be fixed by the LP team). I don't think it's wise to add firefox-snapshot in universe.
