The file keeps growing to previous size if the phishing and attack site filter isn't disabled.
If the file can be compressed well maybe it is a good idea to upload it here so that the devs can retrace it. With 7z my 22 MB file is reduced to 5.7 MB. I don't know if it is too much for Launchpad but since I don't experience the problem atm I couldn't upload it. Theoretically only both options have to be enabled and Firefox restarted several times (Firefox needs some time to download the part) to gain the full size of the file again since it is downloaded in chunks.
