Build fails in a chroot:
unzip javadb-10_3_2_1.zip -d build-tree
make: unzip: Command not found
make: *** [debian/stamp-javadb-10_3_2_1.zip] Error 127
dpkg-buildpackage: failure: debian/rules build gave error exit status 2

Seems that unzip is needed as a Build-Depends
