I tried from the terminal and get the following errors - both as root and as normal user it fails with:

charles@charles-main:~$ sudo -i
[sudo] password for charles:
root@charles-main:~# ubuntu-tweak
You must not launch Ubuntu Tweak as root, it is INSECURE
/usr/lib/python2.5/site-packages/apt/__init__.py:18: FutureWarning: apt API not stable yet
  warnings.warn("apt API not stable yet", FutureWarning)
