Your talking about a cencus in an ENGLISH site, do the same in a FREN site you will have 80% in favor of the other, just cause not all french people go to the english site, the same for the english people, they don't go to french site...

then, my suggestion is to force the choice of the keyboard layout at the installation.

the caps was just to emphase on it no more... just to adjust the subject of the bug...
