Thanks for the clarification, Daniel! Yes these statistics seem to be official, so it could be a good starting point to (like David pertinently reminded) gather some data and act accordingly.

Default choice aside, there could be other ways to investigate (don't know if ubiquity allows this)
1. there could be English *and* French at the top of the keyboard layout dropdown when Canada is selected
2. or maybe the layout could be determined according to the position/city clicked on the map? (clicking near Vancouver would preselect English, clicking on Montréal would preselect French)
