My first guess was Replaces: wiping files, but that isn't it. The files genuinely don't get installed into the langpacks. gettext didn't change since Jaunty, and I didn't touch langpack-o-matic importer recently either.
Arne, can you please have a look what changed? Are the missing files still in the LP export? What's keeping them from being put into the langpacks?
