d-i indices in -proposed appear and disappear

Bug Description

Hey

I'm using debmirror to mirror Ubuntu and I have to manually list all the "dists" and all their components I want to mirror.

I do mirror d-i udebs (and even images) and I have one issue with the -proposed pocket: when d-i bits move out of the proposed pocket, the index file for udebs is removed.

This gives a debmirror error such as:
Won't mirror without dists/lucid-proposed/universe/debian-installer/binary-amd64/Packages.gz signature in Release at /usr/bin/debmirror line 2011.

I wanted to file a bug against debmirror, but I checked the maverick-proposed dist and saw that it's published even if empty for regular packages (otherwise we'd get APT errors); so it seems that the udebs and regular debs are not treated equal.

Could you please always create indices for udebs, even if empty, just like for regular packages?
