add placeholders for -security/*/debian-installer

Bug Description

Currently -security does not have placeholders for main/debian-installer or restricted/debian-installer. That causes problems if mirroring the archive using apt-mirror, since it'll fail if the rules contain repositories that are not available. So when those repositories have content, the installer might fail (which happened recently with hardy-security, since the kernel was moved there from -updates), since the local mirror is not properly uptodate.

I agree that this would be a good idea. Empty placeholder Packages files are already there for all pockets, just not for debian-installer/binary-*; this should just be a matter of fleshing that out.
