translations mixed up, wrong languages for kde-guidance

Bug Description
kde-guidance in gutsy is broken.
Installing a Norwegian Bokmål system makes all the kde-guidance modules Japanese.
A Norwegian Nynorsk installation will result in the same modules being Dutch (nl)
The issue is also present in launchpad translations:

I belive that means the issue is in the import process.

No, the problem is with the uploaded package.
Just look at eg. https:/ /edge.launchpad .net/ubuntu/ +source/ kde-guidance/ 0.8.0svn2007072 7-0ubuntu1 and download a tarball, and look for nb/guidance.po (it was since fixed in kde-guidance, and no nb.po file is provided).
It was there with Japanese text inside. We have a similar situation with Finnish PO files being in Spanish, and possibly others.
We likely want to remove this PO file from our database (we don't discard translations unless we get updates). Easy fix should be to make an empty nb.po and upload it as 'published'.
