For the record, doing this by way of a Recommends in the kernel package
would have had zero effect on d-i's behaviour. The installer
intentionally ignores linux-image-* Recommends, because they include
boot loaders that it needs to have more explicit control over (although
these Recommends are correct for a normal system).
ubiquity needs an independent fix, although along similar lines to that
in base-installer.
